How do I Title a Vehicle purchased at a Florida dealership?
If you have purchased a vehicle from a Florida dealership, the dealer is required by law to process the application for title and registration.
How do I Title a Vehicle purchased at an Out-of-state dealership?
If you have purchased a vehicle from an out-of-state dealership, the following is required:
- Manufacturer's Certificate of Origin or title.
- Bill of sale or invoice listing purchase price, sales tax paid, and any trade-in allowance. Additional sales tax may be due.
- Federal odometer statement.
- Each applicant must be present to sign the application, bringing personal identification, such as a driver's license, for notarization purposes. If applicant does not hold a Florida Driver License or Identification Card, a photocopy of their out of state license or United States passport is required.
- If your vehicle is financed, the complete lienholder information, including account number, lienholder name, mailing address and federal I.D. number.
- If purchasing a license plate, Florida Property Damage and Personal Injury Protection insurance. The name of your Florida licensed insurance company and policy number is required.
- If transferring a license plate, current registration or decal number.

Why do I need a Title for an Off-Highway Vehicle?
It is the intent of the Legislature that all off-highway vehicles purchased after the effective date of the "Florida Off-Highway Vehicle Titling Act" (July 1, 2002) and all off-highway vehicles operated on public lands be titled to provide for easy determination of ownership.
What is an Off-Highway Vehicle?
An "off-highway vehicle" is defined as any all-terrain vehicle (ATV) or off-highway motorcycle (OHM) that is used off the roads or highways of this state for recreational purposes and that is not registered and licensed for highway use pursuant to Chapter 320, Florida Statutes.
What does ROV mean?
An "ROV" means any motorized recreational off-highway vehicle 60 inches or less in width, having a dry weight of 1,500 pounds or less, designed to travel on four or more non-highway tires, having non-straddle seating and a steering wheel, and manufactured for recreational use by one or more persons. The term "ROV" does not include a golf cart or low-speed vehicle.
How do I apply for a Title for an Off-Highway Vehicle?
To apply for title, the following items are required:
- One of the following proof of ownership documents:
Manufacturer's Certificate of Origin
Title Certificate (Florida or out-of-state)
Bill of Sale (must include the year, make and vehicle identification number)
Affidavit of ownership if purchased prior to July 1, 2002 (must include the year, make and vehicle identification number) - Form 82040 - Application for Title, properly completed by applicant.
- Lien satisfaction (if applicable)
- Payment of sales tax. Proof of payment of sales tax is not required for off-highway vehicles purchased prior to July 1, 2002.
- Title fee
How do I get a Off-Highway Vehicle Title Validation decal?
When an original or replacement title validation decal for an off-highway vehicle is needed (title was issued previously), the following documentation is required:
- Form HSMV 82054 - Application for Original or Replacement Title Validation Decal for an Off-Highway Vehicle.
- Title Validation Decal fee
NOTE:Off-highway vehicles will NOT be issued a license plate or registration decal; however a title validation decal will be issued.

Transfer a Florida Title
How do I Transfer a Florida Title?
To transfer ownership of a vehicle currently titled in Florida, you must bring the following to any of our offices:
- The Florida Title properly completed by both buyer(s) and seller(s). Review each section carefully before completing to avoid errors. Any errors or alterations on the Certificate of Title may require additional documentation. The following must be completed on the title:
- Purchaser's printed name and address, selling price, date sold, and the seller(s) and purchaser(s) printed names and signatures must be entered.
- If applicable, the odometer reading, status, and date read must be entered. - HSMV 82053 Bill of Sale completed by buyer(s) and seller(s) may be required.
- Current Florida Property Damage and Personal Injury Protection insurance is required via an Auto ID card or Declaration's page effective on or before the date presented with the vehicle to be registered listed. This may be presented electronically.
- Each applicant must be present to sign a new Application for Title. Personal identification, such as a valid Florida Driver License or state issued Identification Card is required. If applicant does not hold a Florida Driver License or Identification Card, a valid out of state license or valid passport is required. If power of attorney is being used, the original power of attorney and a copy of the person appointing the power of attorney's valid Driver License, Identification Card, or passport is required to accompany the power of attorney.
- A copy of your current auto registration when transferring a license plate.
- Utilize FLHSMV Motor Vehicle Information Check (click here) to verify the following before completing purchase:
- Vehicle Identification Number (VIN)
- Odometer reading and date
- Title issue date (must match to transfer)
- Lien status - Any alterations on the Title Certificate may require additional documentation.
Note: Purchase price does not include transfer fees, registrations fees, or sales tax.
Transfer an Out-of-State Title
How do I transfer an Out-of-State Title?
To register a vehicle with an out of state title, please provide the following to any of our offices:
- Out-of-State Title Certificate, in your name or properly assigned to you.
- If your vehicle is financed you will need to request the title from your lienholder. Please use the following form by clicking here. Additional information about this process can be found on the customer instructions sheet.
- Vehicle Identification / Odometer Verification Form. Vehicle must be present for identification number and odometer inspection by any Tax Collector's office, weather permitting. Inspection may also be performed by a law enforcement officer from any state, a Florida notary, a Florida DMV Compliance Examiner/Inspector, or a Florida licensed car dealer. The forms are available at any Tax Collector office.
Note: All used vehicles coming into Florida from a foreign country must have the vehicle identification number/odometer reading verified by a Florida DMV Compliance Examiner/Inspector prior to being titled, including dealer transactions. Three U.S. Customs forms are required prior to inspection - Customs form 7501, DOT form HS-7, and EPA form 3520-1. Contact your local customs office for more information. This does not include vehicles from American Samoa, Virgin Islands, Guam or Puerto Rico. - Each applicant must be present to sign the application, or a properly completed Motor Vehicle Power of Attorney may be furnished. Personal identification, such as a driver's license, is required for notarization of signatures. If applicant does not hold a Florida Driver License or Identification Card, a photocopy of their out of state license or United States passport is required.
- If purchasing a license plate, Florida Property Damage, and Personal Injury Protection insurance. Your Florida licensed insurance company name and policy number are required.
- If transferring a license plate, current registration or decal number is required.
- Sales tax may be applicable.

How do I get a Duplicate Title?
To apply for a duplicate title, complete Form 82101 and sign where indicated. Download Form 82101 from the Division of Motor Vehicles' website.
What if my address has changed since the title was issued?
Address Change Directions – For an individual owner or lienholder, if the address listed on the application is different from Department of Motor Vehicle records, one of the following must be submitted:
- Driver license
- Paid receipt for utility or telephone service
- Proof of homestead exemption
- Paid contract or turn-on order for utility service
- Rental or lease contract agreement
- Current year motor vehicle, mobile home or vessel certificate of registration
- Copy of insurance policy for motor vehicle, mobile home or vessel
- Other documentary evidence that provides independent proof of address change

How long does it take to Process my Request for Duplicate Title?
The title should be issued by the Florida Division of Highway Safety and Motor Vehicles in Tallahassee within 3 weeks.
Is there Fast Title Service available?
Fast title service is also available and the title should be issued by the Pasco County Tax Collector's Office within 5 working days. To expedite your Fast Title application, please make a notation on the outside of the envelope, Attn: Fast Title Service.
